Our Staff

White Mountain Survey Co., Inc. has a staff comprised of licensed and non-licensed personnel with varied backgrounds and the depth of experience to qualify as your full service land planning firm. Complete staff resume available as .PDF document, or individually  by staff member below.

President / Sole Stockholder:

  • James F. Rines, President, PE, LLS, CPESC- James graduated from the University of New Hampshire with a B.S. in Civil Engineering in 1980. He has been associated with White Mountain Survey & Engineering, Inc. since it founding. After working in the Boston and Connecticut area for several years, he returned to White Mountain Survey & Engineering in 1985. He became President of the company in 1989 and Sole Stockholder in 2003.  He is a Licensed Land Surveyor in New Hampshire and Maine and a Professional Engineer in New Hampshire, Maine and Vermont. He is directly responsible for the day-to-day operation of this firm as well the preparation of all project proposals.  

    Engineering Staff:

    • Mark B. Lucy, PE, CPESC- Mark graduated from Vermont Technical College in 1973 with an A.A.S. in Architectural Engineering Technology and from Wentworth Institute of Technology in 1978 with a B.S.E.T. in Architectural Engineering Technology.  He has been employed at White Mountain Survey & Engineering, Inc. since 1984 and is a Professional Engineer and Certified Professional in Erosion and Sediment Control. He holds the title of Senior Design Engineer and Project Manager whose primary responsibilities are for initiation, conception and management and design of engineering projects.

    • David R. Paulger, Engineering Technician- Dave graduated from Vermont Technical College in 1976 with an A.A.S. in Architectural Engineering Technology and from Wentworth Institute of Technology in 1978 with a B.S.E.T. in Architectural Engineering Technology. He has been employed at White Mountain Survey & Engineering, Inc. since 1989 as an  Engineering Technician responsible for designing septic systems, drainage systems, finish grading, roads, and sewers. 

    • David R. Aiton, EIT, Engineering Technician- David graduated from the University of New Hampshire in 2002 with a B.S. in Mechanical Engineering. He has been employed at White Mountain Survey & Engineering, Inc. since 2004 and is an Engineer in Training (E.I.T.) with responsibilities extending to designing septic systems, drainage systems, finish grading, roads, and sewers. 

Land Surveying Staff:

  • Wilson W. Stewart, LLS- Wilson graduated from the University of Maine at Orono in 1980, with a B.S. in Forestry (Option: Surveying). He has been employed at White Mountain Survey & Engineering, Inc. since 1981 and is a licensed land surveyor with responsibilities extending to maintaining a personal workload of boundary surveys and subdivisions, and expert witness testimony. He also designed and maintains this website.

  • Ronald C. Remick, LLS- Ron graduated from Thompson School of Applied Science at the University of New Hampshire in 1977 with an A.A.S. in Civil Technology. He has been employed at White Mountain Survey & Engineering, Inc. since 1979 and is a licensed land surveyor with responsibilities extending to client negotiations,  maintaining a personal workload of surveys and subdivisions, and expert witness testimony.

  • Kevin M. Ashe, LLS- Kevin graduated from College of the Holy Cross in 1977 with a B.A. in English. He has been employed at White Mountain Survey & Engineering, Inc. since 1987 and is a Licensed Land Surveyor responsible for client negotiations, maintaining a personal workload of surveys, subdivisions and expert witness testimony.

  • Andrew L. Nelson, Field Technician- Andrew graduated from Unity College in 2002 with a B.S. w/ Emphasis in Forestry. He has been employed at White Mountain Survey & Engineering, Inc. since 2005 as a field technician whose primary duties are as a party chief.

  • Brian C. Hauser, Field Technician- Brian has been employed at White Mountain Survey & Engineering, Inc. since January 2016 as a field technician whose primary duties are as a instrument operator and rod man.

Office / Support Staff:

  • Xann L. Horn, Admin. Assist., Bookkeeper- Xann is a graduate of the Burdett School of Business in 1987 from their Co-op Executive Secretarial and Business Administration programs. She has been employed at White Mountain Survey & Engineering, Inc. since 1995 as an administrative assistant and bookkeeper and is the cheerful voice you hear when you call our office.
